Council Meeting Minutes April 1, 2024

REGULAR COUNCIL MEETING

April 1st, 2024

The City Council of the City of Fayette, Iowa, met Monday, April 1st, at 6:00 pm in the Community Room at the Fayette Community Library under the law and rules of said council, Mayor Post presiding. The meeting began with the Pledge of Allegiance.

Roll call: Present - Council members Larson, Scott, Luchsinger, Lowery, Potratz.                    

Moved Potratz, Seconded Larson to approve the consent agenda items consisting of the regular meeting minutes of 3/18/24 and the approval of the claims list 3/16/24 – 3/29/24 and receiving December Financial Reports. Roll Call. All Ayes, motion carried.

Citizen Comments: Scott Bowen of Fayette addressed the council with concerns and confusion towards Resolution 2024-05.  Bowen stated that words matter and there was language in the resolution that didn’t make sense. Bowen requested the resolution be nullified and recrafted to meet the original intent.  Kris McGrane of Fayette addressed the council about understanding how pay increases granted in the middle of the fiscal year affected the budget.  McGrane also reminded the council of the resources to contact when questions arise about how to proceed. Josh McCraney of Fayette questioned the council about when the electric vehicle charging stations for the city will be installed.

Motion Potratz Second Larson to approve the agenda. All Ayes, Motion carried.

Mayor Post stated in his report that he wants to make sure city employees are using the chain of command to ensure all city employees are following proper protocol.

 Motion Potratz Seconded Larson to approve Logan Purdy, Hayden Sathe, and Torianne Ausmus to the Fayette Fire Department, All Ayes, Motion Carried. 

Motion Potratz, second Scott to accept the resignation of City Attorney Pat Dillon. All Ayes, Motion Carried. 

City Administrator/Clerk Mark Hawes stated in his report that Dan Bonjour of Fayette Electronics and the Public Works Department will be working together to install cabling at 9S Main.

Public Works Director stated that the public works department are working on getting the parks cleaned up and ready for spring.

No action was taken on Agenda Item 8A: Resolution 2024-06 – Resolution Adopting the Proposed Property Tax Levy for FY 2025.  It was found this is no longer needed by state requirement. Approval of the budget later in the month will also approve the property tax levy.

Roy Karlson of Fayette addressed the council about the Freedom Rock improvement project.  This past October, a committee was formed to put a gazebo with lighting and flag poles at the Freedom Rock area. The Fayette Chamber of Commerce applied for a grant and was able to receive $10,000 toward the project.

Motion Lowery Seconded Scott to provide funds up to $40,000 for the improvements at the Fayette Freedom Rock to come out of Bolger Fund or Hotel/Motel tax fund.  All Ayes, Motion Carried.

Motion Potratz, Seconded Luchsinger to acknowledge receipt of minutes from Fayette Fire Department meeting minutes from 3/19/24, Economic Development meeting minutes from 3/27/24 and Personnel Committee meeting minutes from 3/28/24. All ayes, motion carried.

Motion Potratz Seconded Lowery to update the Personnel Policy to include a requirement for background checks for all city employees.  All Ayes, Motion carried.

Motion Luchsinger Seconded Larson to have City Administrator/Clerk post Request for Proposals for City Attorney. All ayes. Motion Carried.

Motion Scott Seconded Larson to table Resolution 2024-08 to take it to the Personnel Committee and consult Johansen Consulting. Roll Call, All Ayes, Motion Carried.

Motion Lowery, Seconded Luchsinger to move forward with getting more bids for a new drop box at 9S Main. All Ayes, Motion Carries.

Potratz moved to adjourn the meeting. There being no objections, Post declared the meeting adjourned at 6:50pm.

The next regular meeting will be at 6:00 PM Monday, April 15th at the Fayette Community Library.
