Council Meeting Minutes 12-5-2022

REGULAR COUNCIL MEETING

December 5, 2022

     The City Council of the City of Fayette, Iowa, met Monday, December 5, 2022, at 6:03 pm in the Community Room at the Fayette Community Library pursuant to law and rules of said council, Mayor Wood presiding. The meeting began with the Pledge of Allegiance.

     Roll call: Present - Council members Scott, Tenney and Tucker. Absent - Post and Potratz.

     Moved Tenney, seconded Scott, to approve the consent agenda items consisting of the regular meeting minutes of 11/21/22 and the claims list of 11/19/22-12/2/22. Roll call, all ayes, motion carried.

     Moved Tucker, seconded Tenney, to approve the agenda as presented. All ayes, motion carried.

     Mayor Wood advised the council he met with North Fayette Valley (NFV) School Superintendent Joe Griffith to gather more information about the possibility of closing the Fayette Elementary School. Wood attended the public comment meeting by the NFV school board in West Union on 11/30/22. The next NFV public comment meeting will be this Wednesday, 12/7/22, in Fayette and encouraged the council members to attend.

     Upon recommendation from Mayor Wood, moved Tucker, seconded Tenney, to appoint Adam Hildebrand to the Fayette Parks and Recreation Board and the Fayette Tree Board as the ex officio member. All ayes, motion carried.

     City Administrator/Clerk McGrane updated the council on the solar panel project. City hall, the water tower, the water well and fire station all passed inspection and the Certificate of Completion will be submitted to Alliant Energy and they have up to 31 business days to give approval to turn on the solar array. The pre-treatment plant and library are waiting for an inverter to come in before the can complete that part of the project. City hall and the library will be closed for the holidays on 12/26/22, 12/27/22 and 1/2/23.

     Police Chief Davis was not present; however, he provided a written update to the Mayor to pass along to the council to help promote the Fayette P.D. toy drive.

     Moved Tenney, seconded Scott, to approve Resolution 2022-37, adopting the rules of procedure governing the conduct of business of the city council. Roll call, all ayes, motion carried.

     Moved Tucker, seconded Tenney, to continue to move forward with taking out a GO Loan for $500,000 over 13 years for the N. Main Street project. All ayes, motion carried.

     Moved Tenney, seconded Tucker, to acknowledge receipt of the Fayette County Economic Development and Tourism Annual Report and the Fayette Tree Board meeting minutes from 8/15/22 & 9/19/22. All ayes, motion carried.

     Moved Tenney, seconded Scott, to approve hiring Dylan Larson as a full-time Public Works Technician at an hourly wage of $20.5264. All ayes, motion carried.

     Moved Tucker, seconded Tenney, to approve hiring Leslie Scott Luchsinger as a part-time, seasonal Public Works employee at an hourly wage of $18.00. All ayes, motion carried.

     Moved Tucker, seconded Scott, to approve purchasing a 2022 Ford F150 from Wilbur Ford Sales in the amount of $31,200 out of the Streets, Water and Sewer funds. All ayes, motion carried.

     Moved Tenney, seconded Tucker, to approve moving forward using the American Rescue Plan Act funds on a CIPP lining project. All ayes, motion carried.

     Moved Tucker, seconded Tenney, to approve the General and Technical Administration services from Simmering Cory & Iowa Codification in the amount of $12,081 for the CDBG Rehabilitation Project. All ayes, motion carried.

     Discussion on Resolution 2022-46, adopting a contract for services between the city of Fayette, Iowa and Upper Explorerland Regional Planning Commission requesting assistance in administering the city of Fayette's Revolving Loan Fund. No formal action was taken.

     Discussion on the North Fayette Valley School District discussions on continuing the use of the Fayette Elementary School. No formal action was taken.

     Discussion on completing the recreation trail to Volga Recreation Area. No formal action was taken.

    There being no further business, Wood declared the meeting adjourned at 8:03 pm.
