Council Meeting Minutes 4-20-2020

REGULAR COUNCIL MEETING

April 20, 2020

     The City Council of the City of Fayette, Iowa, met Monday, April 20, 2020, at 6:00 pm via conference call/online meeting using www.freeconferencecall.com due to COVID-19, per Iowa Code 21.8, pursuant to law and rules of said council, Mayor Wenthe presiding. The public was also able to access the meeting with basic directions posted on the council agenda and on the city of Fayette’s website, www.fayetteiowa.com.

     Roll call: Present - Council members Post, Tucker and Wulfekuhle. Absent – Potratz and Tenney.

     Moved Tucker, seconded Wulfekuhle, to approve the consent agenda items consisting of the regular meeting minutes of 4/6/20, the claims list of 4/7/20 - 4/20/20 and the March 2020 financial reports. Roll call, all ayes, motion carried.

     Treasurer’s Balance for Fund Accounts as of March 31, 2020: Total March Receipts: $128,443.83 (General $28,109.14; Streets $6,782.34; Employee Benefits $1,700.54; Local Option Sales Tax $7,364.33; TIF $82.82; CDBG LMI Housing $16,093; Revolving Loan $235.31; Bolger $10,546.12; Library Fund $43.15; Water $20,554.88; Water T&A $750; Sewer $31,326.41; Water/Sewer Capital $4,249.84; Storm Water $605.95). Total March Disbursements: $78,397.46 (General $33,090.18; 9 S. Main $471.47; Streets $8,455.93; Employee Benefits $9,285.15; CDBG LMI Housing $2,949.44; Revolving Loan $10; Water $8,972.06; Water T&A $1,342.19; Sewer $13,821.04). Transfers in: Sewer Fund $9,575.50; Transfers out: Sewer $9,575.50. Treasurer’s Balance: $3,811,833.93.

     Moved Wulfekuhle, seconded Tucker, to approve the agenda as presented. All ayes, motion carried.

     Mayor Wenthe informed the council that the City of Randalia has agreed to the updated Wastewater Service Agreement. He also advised the Rural Development/USDA has granted a second one-year extension to utilize the initial funds of the City of Fayette Rural Business Development Grant. The funds were awarded to create a revolving loan fund to assist small and emerging businesses.

     City Administrator/Clerk McGrane asked the council to help him promote to Fayette residents to make sure they complete the 2020 Census information.

     Police Chief Davis updated the council on the hiring process for a new police officer to replace Officer Stone Allen.

     Moved Wulfekuhle, seconded Tucker, to discuss continual preparations for the city during coronavirus/COVID-19. McGrane provided an update on the developments, proclamations and changes since the last council meeting. No action was taken.

     Moved Wulfekuhle, seconded Post, to approve the Fayette Community Library Board of Trustees meeting minutes from 3/11/2020. All ayes, motion carried.

     Moved Tucker, seconded Post, to discuss and consider closing off the 100 block of S. Main Street for the Fayette Show and Shine Car Shows on the 3rd Thursday of the month. Moved Tucker, seconded Wulfekuhle, to approve closing the 100 block of S. Main Street on the 3rd Thursday of the month for the Fayette Show and Shine Car Shows as soon as the COVID-19 restrictions are lifted. All ayes, motion carried.

     Moved Post, seconded Wulfekuhle, to discuss and approve partial pay estimate number one to Kruse "N" Bries Construction for CDBG Rehabilitation project at 112 Mechanic Street in the amount of $6,413. Moved Tucker, seconded Post, to approve partial pay estimate number one to Kruse "N" Bries Construction for CDBG Rehabilitation project at 112 Mechanic Street in the amount of $6,413. All ayes, motion carried.

     Moved Post, seconded Tucker, to discuss Resolution 2020-07. This is the first step in the process to lease a 2020 Chevy Tahoe police vehicle and is budgeted for in FY2021. Moved Tucker, seconded Post, to approve Resolution 2020-07, fixing a date for a meeting on the authorization of a loan and disbursement agreement and the issuance of not to exceed $31,000 for a 2020 Chevy Tahoe police vehicle and providing for publication of notice thereof. Roll call, all ayes, motion carried.

     There being no further business, moved Tucker, unanimous, to adjourn at 6:41 pm.
